Zavod Republike Slovenije za obvezne rezerve nafte in njenih derivatov or ZORD SLOVENIJA is the Slovenian Agency for Compulsory Oil Stocks and it was established in mid-1999.

The reasons for setting up such an institution, its mission and a cross-section of its activities are summed up on the following pages.

The Agency for Compulsory Oil Stocks (the Agency or ZORD SLOVENIJA) is a public economic entity responsible for establishing and maintaining emergency stocks of oil and oil products. To discharge its functions, the Agency has recourse to budgetary proceeds. The fact that it is a budgetary recipient means that on the one hand it is bound to the principle of transparency and on the other it has to observe commercial and security standards. It is conventional wisdom that transparency in public management is the warranty of cost-effective use of public funds in line with effective legislation and other acts.
